I just posted a private note on his About Me article saying:

"David, can you please stop highlighting everything. It's spammy and in violation of Medium's rules. I know of at least one person who has blocked you already. You will probably get reported soon, if you haven't already."

If he continues to highlight excessively after reading that, I will block and report him. Job done, no messing around.
