I think rules 1 and 2 should only be required if you want to include external links in your articles. This would prevent opportunistic spammers from just creating throwaway accounts to try to use Medium for spammy SEO purposes.

Regarding rule #3, perhaps it should be that you can only earn money for articles about Medium if you've been a member for a year. This would mean that only experienced members would be churning out articles about Medium.
