I think the key word here is "gratuitously", which means "without good reason; unjustifiably." That doesn't mean you can't write a negative review of something if you have genuine criticisms and it's done fairly. For example, I've written several articles criticising Eckhart Tolle's wisdom, because I had valid criticisms to make.
