Sounds like a nightmare! You are right, many people struggle with phone calls. Forcing everyone to have to use the phone is like not having a wheelchair ramp on a building and expecting wheelchair users to crawl up steps.

Personally, I can usually cope okay when I am phoning other people. If I can think in advance what I want to say, and try to predict what the other person might say in response, I can usually manage it. But I don't like receiving unexpected phone calls, which is why I have my phone on silent nearly all the time.

One thing that I do sometimes struggle with when speaking on the phone is knowing when it's my turn to talk. In conversations, my tendency is either to be completely passive and let the other person do all the talking, or I do the complete opposite and talk non-stop without letting the other person get a word in.
