This is a stupid rule. Many “new ideas” build on previous ideas. And by not allowing people to build on other people’s ideas, you hold back the development and discussion of topics. If someone writes about a topic, it’s best to allow other people to expand on it. Please rethink this. Your publication will be better for it.
