What may be happening is that established top writers have been losing views but some new writers have been getting more views. Medium may be trying to encourage new writers by giving them more success earlier on. Top writers can probably more easily earn money with their writing elsewhere, so it doesn't matter so much.

Ultimately, if one set of writers is losing views, it probably means that another set of writers is gaining their share of the views. It might be a good idea to look at the best performing stories and see whether we can write something similar.
