Yes, that's a good point that people copy other people.

It's easier to make small changes, though. Like what you said before about wearing more layers instead of putting the heating on. People can also walk and cycle more instead of driving. Although having said that, I would definitely NOT want to cycle to work in rush hour in a British city. That's skating on thin ice, for sure.
